Our unique team of experts has worldwide recognised experience in lunar policy, space economy, geopolitics, and more.
We serve both the community and individual clients, providing open access contributions as well as tailored services.
We are one Platform comprising of a think tank and a consulting firm. Our Mission is composed of three pillars:
1. To connect with all stakeholders to facilitate the cooperative setting of priorities, policies, and standards
2. To support the global space community through capacity building, education, and presentations.
3. To advise individual actors on the legal, policy, and strategic aspects of lunar activities.

Our Policy Priorities Report and Policy Snapshot provide clear, concise, and comprehensive assessments of the status quo of lunar policy, identifying common understanding and revealing the existing diversity of views, interests, and efforts related to lunar activities.
Our Policy Decalogue outlines ten policy deliverables designed to create a conducive policy environment that can enable the
peaceful, safe and sustainable development of the Moon for the benefit of all humankind, present and future.
Our Policy Briefs and Workshops help individual stakeholders navigating the complexities of space law, lunar policy, and space economy.
We assess lunar missions, train personnel, simulate scenarios, develop policies, and strategise engagements at the United Nations.
Organisations all over the world reference our work in international and national fora, from the United Nations to Parliaments.
Our Structure
The Lunar Policy Platform is an international multi-stakeholder group comprising of a non-profit think tank and a consulting firm.
Through our legal entities we serve both the interests of the global community as well as of individual actors.
Our journey started in 2023 thanks to the pioneering support of the Open Lunar Foundation, a 501c3 registered in the United States,
which incubated our initial activities as an autonomous initiative under its Innovation Pipeline until December 2024.
As of 2025, the Lunar Policy Platform comprises of two independent legal entities: the “Lunar Policy Platform Foundation”, a non-profit organisation registered in The Netherlands, and the “Lunar Policy Platform Consulting”, a limited company registered in Estonia.

Meet the LPP Team
Dr. Antonino Salmeri, LPP Director.
He is a globally known space lawyer specialised in the regulation of space resource activities and the governance of the Moon. Antonino has 4 advanced degrees in law, including a PhD, and is the author of leading publications in the field of space law.
Mr. Kevin O’ Connell, LPP Strategic Advisor.
Former Director of the Office of Space Commerce at the U.S. Department of Commerce, he is a recognised expert on the global space economy, with four decades of experience in advancing space commercialisation and technological competitiveness.
Mr. Samuel Jardine, LPP Policy Specialist.
He is an experienced geopolitical consultant specialising in strategic competition and governance, particularly in space and the Cislunar environment, the polar regions, and the seabed, working with several organisations all around the world.
